At the turn of years eighties and nineties there were political and economical changes in Poland. Also the change of the fire protection system was essential and inevitable. Analyzing of the rescue system and work on legal and organizational solutions in the system and new regulations started in 1988.

Group for Organization of the State Fire Service was brought into existence by the Minister of Interior in April 1991. This team have prepared a new conception of the system which was a sufficient ground for projects of 2 legal acts: on Fire Protection and on State Fire Service, introduced to the Sejm (House of Representatives in the Polish Parliament).

25 February 1992 the Chairman of the Group, gen. Feliks Dela, has been appointed by the Minister of Interior to a post of the Chief Commandant of the State Fire Service.

The State Fire Service has been formally organized 1 July 1992 and the new regulations have been implemented simultaneously. The next very important step was to create the National Firefighting and Rescue System (NFRS) which came into effect 1 January 1995. Since that time the system has been developing and extending.

The public administration reform in Poland, started 1 January 1999, had an influence on the changes in the State Fire System, too. In years 2000-2005 the Chief Commandant of the State Fire Service acted also as Head of the Civil Protection (Chief of the National Civil Defense) of Poland. It was very helpful in introducing and integrating the NFRS. For further information please see: NFRS.

In November 2005 the tasks of the Chief Commandant of the State Fire Service and those ones of the Chief of the National Defense were separated.
